Volume control valve.

Hi, can you tell me if this is the correct pipe to cut/detach to get both exhaust's working? It is connected to a valve on the drivers side exhaust pipe. Does it need to be cut or can it be detached blocked and tied up. I know there is an electrical plug in the engine bay that will give same results but, for the time being that's a bit beyond me!!
