MAF or MAP?

Hello Fellow Rover Dieselers... My '04 2.0 TD Rover 25-SW has an lag on ignition. Until you have held it at 1,500 rpm or above for a two seconds, the car lags. Annoying in tight parking situations! After the initial lag, it performs well until the ignition is turned off. Even when restarted with a warm engine, the problem persists. Is there a leak in the pipes, or this a fault with the MAF or the MAP? No engine man. light comes on. Any help gratefully received. Thanks...
