starter

Beautiful morning, my F in the garage, top already down, decided to take it for a whirl. The car hasn't been out the toy box for three weeks so it turned over a bit sluggish, it always starts, but not this time. It eventually stopped turning, so I pulled over the Freelander to jump it and all I got was a rat a tat tat. I thought the starter might have been jammed in the flywheel so gave it a rock back and forward in all the gears but no joy. so I,m assuming two possibilities. 1 the solenoid is not throwing out the starter or 2 the starter is engaged and jammed (less likely) or horror off horrors a third possibility...... That the block is full of water. Overalls going on now. Any thoughts ?
