Difficult starting problem

My 2003 TF 135 has recently been getting difficult to start both when hot and cold. It turns over for about 10 seconds and finally catches and starts. The MIL light also comes on after about a mile of driving and has the code "0001 Fuel Volume Regulator Control Circuit/Open" Normal driving is fine but I have also noticed that it is a bit lumpy on tick over. I thought it might be the fuel filter but looking back through the service history it was replaced about 7,000 miles ago. I have also just bought a 2002 MG ZS 120+ and this has now developed exactly the same symptoms after 2 weeks of ownership. Any ideas what it could be before I start replacing bits ?
