grumpy starting and empty fuel filter

So - I've been having grumpy starting, takes up to 4 or 5 cranks to get the engine fired up.

This morning I thought I'd check the fuel filter before attempting to start it and it was empty. Took around a dozen pumps of the bulb to fill it back up.



Am I looking at changing the priming bulb or ? Does the priming bulb have a non return valve?

I've changed all the leak off pipes already, including the one back to the pump.
