Rover 75 headlights

Hi, my dipped beam wont work on my 2003 diesel 75. I bought a headlight thinking it may resolve the issue but still no dipped beam so my car is off the road due to it. I am thinking it may be the control switch 4 the lights that its next to the dash? I have saw these new for 200 but on ebay used for a tenner. Issue is that im clueless when it comes to trying to test it and i have no idea how to check my current or a used one that i could buy. Managed to dig up how to remove the unit looks like 3 screws and a couple of clips could somebody please help?
