Difficult starting when hot and cold

My recently acquired 2002 MG ZS 120+ has recently been getting difficult to start both when hot and cold. It turns over for about 10 seconds and finally catches and starts. The MIL light also comes on after about a mile of driving and has the code "0001 Fuel Volume Regulator Control Circuit/Open" If I set it off it comes back with the same fault. Normal driving is fine but I have also noticed that it is a bit lumpy on tick over. I have cleaned the IACV and the lumpy tick over and bad starting are still the same. I thought another possible cause might be the fuel filter but it looks bright and shiny so may have been recently replaced. It had a full service just before I bought it so it has new spark plugs and air filter. Any ideas what it could be before I start replacing bits ?
