45 diesel revs dropping slow

hello, when i rev my car the revs dont drop fast enough , it revs up normal but drops slowish making it a bit unsafe to drive and feel strange, its not the pedal, cable , or pulley, they all return fast , i think its electronic maybe , at a guess the underside of the pulley thing?, cheers
