Dipped Light Problem

Today i noticed that my passenger side dipped headlight was out so i replaced the bulb but it still don't work, but all other lights work fine. I've checked the owners handbook and it says that fuse 16 is for LH dipped beam so changed that but it still fails to light up. Any suggestions?.
