My rover 45 appears to have 25 brakes

I recently changed the pads on my 45, ordered some new shims as they were rusty as hell, they didn't fit and guy at euros ordered some 25 ones and they were the same, is that a normal thing or has someone put 25 calipers on it?



The brakes are terrible, I want to upgrade but they need to fit under 14s, what options have I got?
