VVC control arm, how easy to move?

Can people that have assembled the VVC and HCU unit tell me how easy it should be to manually move the HCU shaft against the gear on the cross shaft that changes the timing. I believe it should be possible to push and pull manually shouldn't it? Even with the pressure of valves on the camshafts. I have tried a few engine positions as well to try and minimise valve pressure.



Mine is well stuck showing a poor installation job by a previous garage HG replacement job, previous owner.
