Constant low-pitched hum - but not every time I drive!

hi all,

I have a 2005 diesel Streetwise which I really like (previous few cars have been Citroens! ) but I have noticed that sometimes when I drive it there is a constant low-pitched hum that sounds like its coming from the top right of the engine bay (when sat in the driver seat) but cannot confirm when I get out of car and listen from the bonnet area...

Could someone tell me if they have experienced this and what was it?

also, as you look under the bonnet, what is the cylinder in the top left corner as you face the engine? was wondering if it could be this...

finally - does anyone know where I can get grommets/blanking plugs for the holes that are in the boot below the light units? Have had water creating a small pond around the spare wheel like so many other posts - may have cured this by tightening the light fittings...
