How can I get this fog light clear/clean

If that is a layer of fine condensation on the inside of the glass, the best thing to do is leave it with the bulb and holder removed during dry weather to allow it to dry out. Alternatively, remove the lamp unit (unclip the plastic surround and unscrew the three screws) and put it somewhere warm and dry for a day or two, then let it cool before refitting.

It would be advisable to ensure that the glass is fully sealed to the back part by carefully smearing some silicone sealant around the seal area (have had moisture getting into fogs on both my ZRs and doing the above has sorted the problem).

If there is a dry cloudy film on the inside of the glass, it should be possible to clean it with a small piece of cloth on the end of a suitable stick or wire - access by removing the bulb. Probably need to remove the lamp unit from the bumper to do this too.
