Two cooling issues

My 04' 1.4 streetwise has two issues

1. The heater only get hot/warm when the engine is revered up, i assume its the famous SAAB value needs replacing ?

2. Radiator fans do not come on, even when sitting in traffic, temp gauge never goes above mid point. Is this a sensor if so which one or shouldn't i worry ?

Ideas ?
