Turbo acuators

My son rover 220sdi has broken down and on way via the RAC, I RAC have diagnosed faulty turbo actuators, car idles fine but unless its in a low gear with very high revs it splutters it way down the road. I am not a diesel car person, could anybody advise about the RAC diagnoses and how I can check if he's right.

I would have gone for a intercooler pipe split myself but that's because I have heard many members going on about them being faulty. The pipe is soft is that correct or should it be hard.
