power steering pump noise when engine is not being revved

Hey, I have just rebuilt my powersteering pump and replaced it but now the steering is hard to turn unless I rev the engine.

So its fine when driving normally but when I need to park and turn the wheels at low revs it's becomes stiff.



I raised the wheels off the ground and turned the wheels fine at idle.



I have tried to bleed the system but this hasn't helped.
