Throttle / cable upgrade 25

I popped on the unrestricted throttle and cable, but it wont open fully, even put the old cable on and that too didnt open it fully. Had to put on a makeshift rubber stopper at the pedal clip. Any ideas what ive done wrong? have adjusted the cable as tight as it goes too
