Does the VIS motors running/or self testing when I start the engine?

Hi all,
I have my 75 v6 2.5 t4 scanning yesterday and showing that both of my VIS motors are not working "AGAIN". I have my inlet manifold and motors changed few years ago. Fortunately, I still keep my old set but not sure if the old motors are still working. I was wondering if I can test the motors by putting one on the manifold but plugging the power to the another one? Can I see motors working when start the engine?

Question is does the motor running all the time when engine is running??
