Webasto FBH problems

Hi,
My FBH did not work when I purchased my car. A mechanic replaced the PCB with a used one 6 months ago. He cut one of the wires to the unit. He said this wasn't needed. He ran some diagnostics and I saw the unit fire up for the first time. When winter arrived it didn't work. I reconnected the wire he severed and no change. Then I looked in the fuse box and noticed he'd remove fuse F8 and had not replaced it. I put it back in and now I notice that on a cold morning the Webasto wheezes for a few seconds but does little else. I'm thinking of sending the PCB for inspection and repair but before I do this any suggestions?

I'd also like the capability to pre heat the car. Webasto did a clock / timer and I notice these on ebay from time to time. you can also buy them for around £40 new. How difficult is it to install them? I'm in Berkshire and happy to pay for anyone with experience who can get this fixed.
