16 year old.s first taste of powwerd motoring now can ride 28 mph max speed moped, it seems our E U friends think the old 31 mph to fast. a motor bike tester told me about the new rule ,i did not believe him untill i checked.,it seems that the car 70 is next for the 10% chop,
