Help

hi all i have a MG ZR 1.4 on a 04 plate it started over revving when i put the clutch down and staying at high revs in idle after reading on hear about resetting the stepper motor i did that but it never helped i have cleaned the throttle body out with carb cleaner but that did not help i have removed the idle control valve give it a good clean and again no joy at all

so today i have replaced the throttle body and the idle control valve but its still the same

when i start the car from cold it just revs up and down on its own in idle it revs up to about 2000 the drops down to the point of nearly stalling but then it just revs its self back up then drops down very low again it judders very bad if i try driving it away any ideas or help would be great
