Torn flow meter?

Hello!!! I have a mg zr 2.0td with 113hp mk1 with 142.000 kilometres. The car comes 140 and very slowly to the step of this speed. It is difficult it to go out and one comes below in the slopes. This can be a problem of the flow meter or of the turbocompressor.
