Whats value of Boot Vent

So, I discover the Vent in my boot is source of water in the boot. Thing is this :-

Why should I not simply remove the vent and cover the hole with a water proof blanking plate ?

Does the vent serve ANY purpose at all other than provide yet another potential source for water entering the boot ?
