No connection with the car

Hello, since few days in my Rover45 2004 lit check engine but but the car works without a problem. I want to diagnose this problem but all mechanics can't connect to the computer. I also bought a ELM 327 with bluethoot but also i can't connection. It is not connect with ECU. Maybe my OBD II it's broken? Do you use any special programs to diagnose ? Why I can't connect?
