Removing Wheel Nut Covers

I tried to remove my nut covers but they are stuck and cannot get them off, I do not have the key/prongs to get them off. It seems when the garage took the wheel off they kept the covers on and took nuts off with them on.
How can I remove the covers as am a bit baffled as to how.
