98 400 turbo dying, and more

Hi guys, been a while since I've posted.
Bought another old 400 diesel for £150 about a year ago as my old 400gsdi ended up with a cracked block and oil escaping each day.
Swapped all interior over, wheels, spoiler, wing, door, intercooler and pipework etc to make new car a good one.
The turbo was not producing the boost it should have with the wastgate closed (10psi) (and starting to make grinding noise), so replaced it the other week with the one off the my old gsdi, as that was always a good one, but after fitting, this one is producing even less boost! Arrgh.
And now getting that familiar noise coming from the turbo (I assume the bearings have gone and the impellar etc is hitting the case causing a scraping/grinding sound that will gradually get worse..).
So, I need to source another one from somewhere.. I shall put a post in the wanted section..

But my other concern is a noise coming from near the alternator, presumably the tensioner (sounds like bairings ) It's more noisy when taking foot off the accelerator , in fact, it soulds a bit like a dump valve! Just wondering if this is a common fault? And if it sounds like I'm guessing right? As its difficult to hear exactly where its coming from (I've used the old ear on a screwdriver method, and tentioner seems right)..

If so, would anyone know a part number?
The car is a 98 420 diesel. Non intercooled version (80bhp - yawn).
