Radiator fan stays ON

Hello Guys,

As we all know when the coolant temp gets too high the radiator fan kicks in until the temp drops below a threshold. My MG ZR from a cold start will start up with no Fan issues.

I disconnect the black sensor on the cooling elbow from the cylinder head and the fan kicks in (Normal i know) but when i reconnect the cable to fan continues to run. I do this right after i start the car so the coolant temp is more or less environmental temp.

I think it is a relay of some kind but not sure were to look? any ideas?

Also, exactly what are the blue and black cables for on the coolant elbow?
