timing again

Ok then I have just set the timing marks up all OK.I then turn the engine over 3 or 4 times re-aligned the bottom pulley marks up and the 2 cam gears appear to be out by a half or one tooth out.So I removed the belt again reset all the timing marks again and then turned the engine over again,checked the marks again and again the two cam gears appear to be half to one tooth out!!





IS NORMAL??????..or should they line up exactly as when you set them up to start with.
