can i remove windscreen outside strip to seal behind?

hi , i have just got a rover 45 and its rained hard and the car floor is 1" deep with water,its very very bad, im gona remove scuttle pannel and mess about trying to find drain holes,but i also think its had a botched windscreen in my car records, so i want to remove external surround and seal with window sealant,i understand that the glass is sealed with a bond to the car but i think this is also leaking,so i want to bead round it also, then find the drain holes under the scuttle pannel i think its called, thanks
