I know that mirrors can be set for left or right hand drive from new and it is possible to change this with the right tool but I don't know if this effects the vertical adjustment.

I rebuilt a pair of mirrors a while ago for my car converting them to electric and the drivers side has never had enough adjustment but I'm yet to investigate.
