Rear seat ZTT stuck down

As the heading, the rear 60% side of the seat is stuck down. the seat belt has jammed and I am unable to lift the seat back upright. It seems as if the inertia mechanism has jammed and is not letting the belt come out so I can lift it up. Looking at it I have undone the 2 torx screws where the belt enters the seat but I cannot see anything to release it, any help appreciated.
